Manager – International Programme (2-year contract, renewable) [Ref: IPT/IPM/23/01]

S/He is responsible for the overall planning, coordinating, communication and management for the international programme, aligning with the direction of Oxfam Hong Kong’s strategic plan objectives for international programmes.

Responsibilities:

– Steer a team of staff to achieve targets of the annual budget through effective grants management and administration for international grants to Oxfam partners; ensure alignment of programmes with Oxfam Hong Kong Strategic Plan, and compliance with relevant policies and procedures.

– Management and coordination for the humanitarian grants allocation and fundraising through Disaster Relief Fund (DRF) for international programmes. Work with the Fundraising and Communications Unit to secure funding from institutional donors.

– Be the main person to oversee and communicate internally all the risks of safeguard and financial misconduct on OI’s programmes and influencing at country and regional level.

– Undertake monitoring, evaluation and learning (MEL) of relevant programme and administration to ensure that the programme is effective in terms of impact, quality and cost effectiveness.

– Represent OHK at relevant groups within the Oxfam Confederation. Collaborate closely with the confederation development staff, Oxfam’s Asia and Africa Regional Governance Groups; and network of southern affiliates.

– Collaborate with other programme units and Oxfam International / affiliates on prioritized advocacy work and campaigns.

– Personnel and performance management of staff

– Communications and media relations for international programmes; regularly update internally and externally the programme progress, results and impacts of the focus countries and regions of OI.

Requirements:

– Degree holder with at least 8 years’ working experience of which 5 years on managerial grade.

– Experience of programme development includes professional voluntary engagement with NGOs or social organization.

– Proven management experience and skills suited for a medium-sized non-profit organization, and ability to adapt to and manage complex organizational settings.

– Excellent analytical, networking skills and communication skills at international level

– Excellent command of spoken and written English. Good command of Chinese (including Putonghua) is preferred.

– Proficient in computer applications including MS Office. Chinese word processing is preferred.

– Able to travel extensively and work in remote areas.

– Identification with Oxfam’s mission and vision is a must.


**Candidate with more experience and has been on senior-level roles for 10 years or more may be considered for the post of Senior Manager – International Programme.
